I think the 19th century is groovy sure but you can't really do a decade-by-decade brake down of things like "Music" and "Fashion" without being boring. Makes more sense to talk about 19th century Art in terms of multi-decade periods. However starting in the first decade of the 20th century the pace of change begins to accelerate to the point where decade long summations of cultural trends are appropriate.
Such is the case with fashion between 1900 and 1910 because fashion existed, and it was documented, and the difference between fashion in 1900 and 1910 and 1910 and 1920 is dramatic.
The most important thing to understand about fashion between 1900 and 1910 is the role "society" played in setting fashion and serving as market for fashion. These items included dresses, corsets and hats.

One cultural trend that was important in fashion in this period was the phenomenon of American heiress's marrying impoverished British aristocrats. And lots of fucking hats. And costume changes.
